Isaias track: Tropical storm strengthens, heading for the Carolinas

Tropical Storm Isaias strengthened while hugging the Florida coast and bringing heavy rain and strong winds to the east coast of the state. A tropical storm watch has been issued for much of the Tri-State area on Tuesday when heavy rain is expected.
